Kind attention dear Colleagues who are drawing pay in Level 6

Tomorrow is the last date(11.03.2019) to utilise the opportunity to  revise the option of 7th CPC Pay.

Those are promoted to Grade Pay Rs. 4200(level 6l grade pay by regular promotion or MACP on or after 1.1.16 should utilise this opportunity within tomorrow by opting 7th CPC pay as on date of next increment which is coming after such level 6 pay upgradation.

This is in reference to DoP&T OM F. No. 35034/3/2015-Estt.(D) dated 27/28.09.2016 regarding enhancement of Benchmark for financial up-gradation under MACP Scheme as per recommendations of the 7th CPC accepted by the Government.

Of late, field units have been seeking clarification regarding the applicability of benchmark ‘Very Good’ for considering financial up-gradation under MACP Scheme. The matter has been examined at FHQ and the following clarifications arc issued for compliance by all concerned:-

Payment on account of discontinued allowances - Regarding : Ministry of Finance

It seems that No Quarters allowance was not at all put forth to the purview of 7th CPC, resulting no recommendation was made to retain the NQSA.

The only distinct gain of Postmasters are also vanished.

In this regard, all are request to send your opinion to the below order of the M.o.F to submit our proposal to restore the NQSA.

Air Travel is allowed for Central Government employees from Level 6 and above


Now the Air Travel is allowed for Central Government employees those who are in Level 6 (Pre Revised Rs.4200 Grade Pay) and above. It is Good News for those who are in Level 6 to 8, as the Travel entitlement for them so far is AC II by Train only. Now the are entitled to Travel By Air in Economy Class

The Central Government published Gazette Notification for 7th CPC Allowances on 6th July 2017. The 7th CPC has recommended that 53 allowances be abolished and 37 be subsumed in an existing or a newly proposed allowances. But the Government has decided to retain 12 Allowances from that 53 Allowances and allowed 3 Allowances to continue as separate allowance from these 37 Allowances recommended to be subsumed. Finally the Committee on Allowances and ECoS after the discussion with stakeholders, recommended to Modify 34 Allowances [See the List of 34 Allowances and Modifications]

A analysis of comparison of the transport allowances of 6th CPC and 7th CPC

With reference to the 6th CPC orders issued vide letter number 21(2)/2008-E.II (B) dated 28th August 2008 and7th CPC orders issued vide letter number No 21/5/2017-E(B) dated: 7th July 2017 issued by the Ministry of Finance, the Department of Expenditure. A analysis of comparison of the transport allowances of 6th CPC and 7th CPC was made, it is found that the Employees those who were in 1800 GP and 1900 GP as per 6th CPC and pay in the pay band equivalent to Rs.7440 and above are losing considerable amount on switching over to 7th CPC transport allowances , Hence the issue may please be taken up at the earliest. A study is made and computed as below.

The issue of transport allowances for field officials should be taken up , presently the field officials who are proceeding on tour on official work are denied the transport allowances if they are absent for whole month from CHQ , should also be provided with transport allowances as there are performing the Government duty.

The Central Government’s decision on recommendations of the 7th Central Pay Commission (CPC) on Allowances published in Gazette of India yesterday i.e. 6th July, 2017; All allowances are given effect from 1st July 2017; Concerned Ministries advised to issue their Orders on Allowances governed by them immediately so that the revised rates of allowances get reflected in the current month's Salary Bills of the Government employees.

DISADVANTAGE TO EMPLOYEES ON PROMOTION FROM ONE LEVEL TO ANOTHER LEVEL ON IMPLEMENTATION OF CCS (REVISED PAY) RULES 2016.
As per Rule 13 of CCS (Revised Pay) Rules 2016, the fixation of pay in case of promotion from one level to another level in the revised pay structure shall be made in the following manner, viz; - “One increment shall be given in the level from which the employee is promoted and he shall be placed at a cell equal to the figure so arrived at the level of the post to which he is promoted and if no such cell is available in the level to which promoted, he shall be placed at the next higher cell in that level.

Highlights on Children Education Allowances (CEA)


(i) Rate of Children Education Allowance (CEA) has been increased from ₹1500 per month / child (max. 2) to 2250 per month / child (max.2). Hostel Subsidy will also go up from ₹4500 per month to ₹6750 per month.

7th CPC HRA is a big upset for Central Government Employees

It is really a Shocking News for Central government Employees that 7th CPC HRA is not increased and retained the recommendation of 7th CPC on House rent Allowances with slight modifications. The date of effect of Allowances is another shock for CG Staffs.

The 7th CPC has recommended 24% , 16% and 8% for X, Y and Z cities. The Federations expressed their anguish over the Recommendation of HRA and other Allowances,Then Government Constituted a Committee to Examine the Allowances. After the Long wait, now the Government approved the same rates of House rent allowance which 7th CPC Recommended. It is really a big upset for Central government Employees. If the Government decided to approve the same rates , it should have been implemented with effect from 1st July 2016 instead of 1st July 2017. After 12 months wait the Government has decided to implement the Allowances without any Hike with effect from 1st July 2017 . It is tough decision to accept by Cg Staffs.
