SEVENTH PAY COMMISSION MAY RECOMMEND PERMANENT PAY PANEL

New Delhi: The Seventh Pay Commission is likely to recommend the government to form a permanent pay panel to give recommendations to the government from time to time on issues pertaining to pay structure of central government employees.

The permanent pay panel would recommend regular salary hikes in keeping with the rate of inflation.

The formation of the permanent pay panel would help raise the salaries and allowances of central government officials and employees, an official of the pay panel said.

Report of Seventh Pay commission might be submitted by second week of September 2015

The Hindi daily Dainik Baskar quoted in its report published on 22.8.2015 about report of Seventh pay commission that the pay commission report will be submitted by second week of September 2015,
According to its report the Seventh Pay Commission report to be submitted to the government will be examined by  the senior CoS, which will take two months. Then it will be submitted to the Ministry of Finance, which will be  implemented from 1st  January, 2016,
According to sources the fitment formula 2.86 would be recommended by 7th pay commission.

Half the states show poor progress under Swachh Bharat Mission

NEW DELHI: Construction of toilets in urban areas, a key component under Swachh Bharat Mission, has not started in half the states almost a year after the ambitious initiative was launched by Modi government. 

Fourteen laggard states and union territories have not started building toilets under Swachh Bharat Mission. The list includes election-bound Bihar, Congress-ruled Kerala and Assam, Arunachal Pradesh, Andaman and Nicobar Islands, Daman and Diu, Dadra and Nagar Haveli, Jharkhand, Lakshadweep, Meghalaya, Nagaland, Tripura and West Bengal. Swachh Bharat Mission targets in urban areas include construction of 1.04 crore individual household toilets, over 5 lakh community and public toilet seats and 100% door-to-door collection of solid waste, its transportation and disposal, to be achieved by the year 2019.

7TH CPC WIL INCREASE CENTRAL GOVERNMENT PAY ONLY BY 15%. SHOULD WE ACCEPT?

 1.     The Medium Term Expenditure Framework statement has not yet been uploaded in Finance Ministry’s website. However I have taken the figures provided by print media including The Hindu. As per their statement the expenditure on salaries will rise by 9.56% in the fiscal 2015-16 as a result of 7th CPC implementation over the normal estimated expenditure in the 2015-16 budget to Rs.100619 crores. This means that the expenditure projected was Rs.91,839cr which if increased by 9.56% becomes Rs.100619 crores.

7 th Pay Commission seeks one-month time extension - Commission is unlikely to recommend the lowering of the retirement age

The Seventh Pay Commission, headed by justice A.K. Mathur, has sought a one-month extension from the finance ministry and is preparing to submit its report by the end of September. The commission is unlikely to recommend the lowering of the retirement age as rumoured earlier or push for lateral entry and performance-based pay.

The commission, set up once in every 10 years to review pay, allowances and other benefits for central government employees, was appointed by the previous government on 28 February 2014 and was asked to submit its report in 18 months, which falls on 31 August.

“There are some data points that are missing, which we hope to get by this month end. We are trying to submit the report by 20 September,” an official of the commission said, speaking on condition of anonymity.

Here’s what you should know about the Sukanya Samridhhi Yojana

SSY is a government-run saving scheme for the girl child. It seeks to provide them with financial security. Roopal's daughter is eligible for an SSY account. The account must be opened before the child turns 10, with a minimum investment of Rs 1,000. Thereafter, she must invest a minimum of Rs 1,000 and a maximum of Rs 1.5 lakh (deduction available u/s 80C) annually. The money in the account can be fully withdrawn only after the girl turns 21. If the money is not withdrawn even after the girl turns 21, it will continue to earn interest.

Roopal seems to like PPF for three things—EEE tax benefit, long-term investment horizon and assured returns (notified by the Government of India), benchmarked to the prevailing market rates. All these benefits remain the same if she were to invest in SSY. However, this is where the similarities end. It is imperative that she is aware of the differences too before she makes a choice. While Roopal will be able to partially withdraw her PPF corpus from the seventh year, such partial withdrawals from SSY will be possible only after her daughter turns 18. Moreover, if she were to open the SSY account now, she would end up with an investment horizon that differs based on the age of the child, while the PPF would allow her to invest for 15 years, further extendable in blocks of 5 years. Having said that, there is a slight interest rate differential in favour of the SSY.

Union government to change 'clerical designations' for its workforce

Designations like Lower Division Clerk and Upper Division Clerk in central government's employee hierarchy may soon become a thing of the past as the Centre has proposed to change their nomenclature.  

The Department of Personnel and Training (DoPT) is considering changing nomenclature of a few posts of Central Secretariat Clerical Service (CSCS) and Central Secretariat Service(CSS), which forms the backbone of administrative work in the central government. 

It is proposed to rename the post of Assistant in CSS as Assistant Section Officer, Similarly, the posts of Upper Division Clerk (UDC) and Lower Division Clerk (LDC) under CSCS have been proposed to be re-christened as Senior Secretariat Assistance and Junior Secretariat Assistance, respectively, as per the DoPT proposal. 

All concerned have been asked to send in their inputs or suggestions on the proposal by September 18, it said. 

The total sanctioned strength of CSS and CSCS is 11,467 and 5,933 respectively. 

Earlier in March, it had decided to replace the 'class' categorisation for specifying the seniority of its employees with new alphabetical groupings. 

The posts under the central government will be denoted as groups A, B, C and D instead of classes I, II, III and IV in the service rules, it had said. 

The Class-I classification is for gazetted officers while Class-II refers to mainly the non-gazetted officers, though there are some gazetted officers in this category too. 

Class-III comprises clerical staff and Class-IV (which is now subsumed in Class III or Group C) includes peons and helps or multi-tasking staff in the government hierarchy. 

The Class-III (Group C) employees have often expressed concern that they are taunted as 'third-class' employees due to the categorisation.

Compliance of Court Orders

The wilful disobedience of any judgment, decree, direction, order, writ or other process of a court or wilful breach of an undertaking given to a court constitute a contempt of court under the provisions of the contempt of Courts Act, 1971. Further, under Article 215 of the constitution of India, every High Court shall be a court of record and shall have all the powers of such a court including the power to punish for contempt of itself. The statutory provisions are binding on everybody including Central Government, State Governments and all local or other authorities within the territory of India and they are duty bound to obey the court judgment/orders. The Central Government does not maintain any data in this regard. 


This information was given by Union Minister of Ministry of Law & Justice, Shri D. V. Sadananda Gowda in a written reply in Lok Sabha today.

Government to incur additional expenses due to 7th Pay Commission : Pay and Allowances of Central Government employees will increase one lakh crore in the current financial year and also projected to increase further due to recommendations of 7th Pay Commission.
“Salary is a big question for even profit-minded private concerns. It is therefore not surprising that the employees of service-oriented Central Government departments are so obsessed about their pays and allowances. For a few central and state government organizations that rake in huge profits, salaries and allowances to their employees is no big issue.”

AIAPC wishes a happy & delightful 69th Independence Day!!!

Today we want to pay tribute to all those freedom fighters without whom it would be impossible to celebrate this delightful day!


Today we also want to pay tribute to those selfless nationalists who offered their lives ever readily to attain freedom for our motherland. We also want to remember and learn from those mothers, those wives, those children who bore through the painful sacrifice of their son, their Suhag (husband), their father to the Mother India just to build a free India for the next generation. If they would have thought about their selfish benefits in return we wouldn't be celebrating this day.


Likewise our AIAPC has gone through many rough days. Only those people remained with AIAPC who never expected anything in return, who didn’t care about the consequences they might have to face. They left their family occasion; they only marched ahead with the flag of truth. They carried the flame of courage and motivated other members and tied them in one garland of hope.


We all know, no one can stand alone and make a mass movement, for this we need the Bond of Unity and we are very Lucky that we have many fighters from every nook and corner of our country who are struggling for this great noble cause day and night.


AIAPC is struggling for recognition, justice.... AIAPC is very near its goal. For any cause; at any cost; we hope that we remain united for ever in future as well.

It is learnt that Finance Ministry has again rejected case of GDS inclusion in 7CPC. It also learnt that DOP is taking action to form a Bureaucratic Committee under Chairmanship of any retired member of Postal Services Board to study the issue.

      To add the All India Association of Postmaster Cadre (AIAPC) for the membership verification process-2015, Writ petition was filed at Jodhpur court and petition numbered 6895/2015.

     Hon'ble Court passed the interim order now dated 06.08.2015, to not to complete the membership verification process-2015 belongs to postmaster cadre, until final outcome of the court orders and the department is now allowed to file a written reply within 3 weeks i.e., within 27.08.2015.

30% salary hike confirmed in 7th Pay Commission for CG Employees

“The wages of public sector bank employees are revised once every five years. The recent 10th Bipartite wage agreement gave them an increase of 15%.”

United Forum of Bank Unions (UFBU) had initially put forth a demand of 21% wage hike. It was only after an extensive series of negotiations that the Indian Bank Association agreed to settle for 15%.

For Central Government Employees, once every ten years, a high level committee is constituted by Central Government to revise the pay and allowances. The commission will examine pay structure, concessions and facilities/benefits as well as retirement benefits of Central Staff based on Terms of reference given to them. The Commission has to submit its recommendations within 18 months of the date of its constitution.

Yes ! My dear Friends !

Today after hearing the Writ Petition No C.W. 6895/2015  filed by AIAPC,  the Hon’ble Justice Mr Arun Bhansali is pleased to direct the Department of Posts to file reply to the Writ Petition within a period of three (3) week. The Hon’ble High Court is in a view of that it is the lapse on the part of the Department for which unions and associations of existing 16 categories can’t suffer and thereby not in a view to pass Stay Order on the Membership Verification Process-2015. However entire process of Membership Verification-2015 will be affected by the order of the Hon’ble High Court, Jodhpur Bench subject to the decision our Writ Petition and till then Membership Verification-2015 will not be completed.

The Hon’ble High Court also asked the Department as to why the application of recognition submitted by the AIAPC has been denied when it fulfils all the conditions under Rule 5 of CCS (RSA)1993?

And why distinct category status has not been granted to Postmaster Cadre when the Department has created this cadre as separate cadre from general line?

We have a little-bid set back this day: Preparing for tomorrow

In today’s Daily List of Hearing our case was at Sl No 58 out of total 116 cases. There was also a Supplementary List of Hearing of this day. It was our bad-luck that after hearing upto Sl No 30 of today’s Daily List of Hearing, the Hon’ble High Court has kindly heard the cases from Sl No 117 to 134 of the Supplementary List of Hearing. That means total 48 cases have been heard this day out of which one case took more than 2 hours.


However, after vigorous activity of our team led by our GS as well as our Advocate upto 7:00 pm this day, our case has been listed at Sl 153 of Supplementary List dtd 06/08/2015 which contains cases from Sl 140 to 157 under Court No 11. So we are hopeful that our case will definitely be heard tomorrow.
