ALL INDIA ASSOCIATION OF POSTAL SUPERVISORS (GL) – CWC HELD SUCCESSFULLY ON 27.08.2014 AT HYDERABAD .

   The AIAPS (GL) cwc meeting has been held at Hyderabad on 27.08.2014 . 
The members from various states Delhi, U.P, Tamilnadu & A.P.. etc., Circles have been participated in the meet. Sri Manoj Bhardwaj, G.S , CHQ New delhi, Sri T.N.Seshadri, President, CHQ, Sri K. Kanniappan, Ex-GS and other members discussed the organizational issues. Adjoining of the Postmaster cadre issues studied and agreed to join Post Master Cadre officials in the existing Postal Supervisors association and also agreed to take up cadre issued at the level of Directorate immediately. The G.S, AIAPS(GL) The G.S , President along with association members visited the DAK SADAN and met with CPMG Sri B.V.Sudhakar .

Cadre Restructuring of Group C Employess in Dept of Posts

The committee constituted for cadre restructuring of Gr. C cadre by Department vide memo No. 25-04/2012-PE-I dated 23/10/2013 held its discussions on 27/11/2013, 5/2/2014 and 28/4/2014 with the representatives of unions and now submitted their report.

Grievances and Demands of all Postmasters

Grievances and Demands of all Postmasters Submitted for  Discussion & moving resolution at IInd AIAPC Meeting at Jaipur.

  1. The Postmaster Cadre had been initially carved and created from General Line Posts by the, then DG(Posts) in good faith in Feb 2010 with  strength of establishment: PM GradeI-2097, PM GradeII-511, PM GradeIII-495,Senior PM-116 with total no of Posts-3219.
  2. The General Line officials with lots of hope had opted to Postmaster Cadre either through initial constitution or through LDCE. They are shouldering heavy work load attached with innumerous types of duties and enormous sense of Responsibilities (Direct and Indirect).
  3. Now, the real spirit and motto for which this cadre was created has vanished and all Postmasters are deprived of all future scope in various aspects.
4.   Almost all of the Officers belonging to this PM Cadre are feeling frustrated, dejected and deceived  due to stagnation and very remote chance of getting promotion in each and every stage of this Cadre from the beginning.
5.   In the Promotion lists released during June 2014 in TN Circle, for HSG-I Promotions, more than 13 Officials far juniors to me in original FTP seniority list have been promoted to HSGI.
6.    The same is the case when such promotion orders were issued for General Line officials from HSG-II to HSG-I during June 2013.  Twelve (12) junior officials in the erstwhile HSG-II combined GL, got  promoted to HSG-I during Jun 2013,  and from this list, five of the  HSG-I officials so promoted who had not opted to PM cadre initially during 2011, had opted to Postmaster Grade-III under initial constitution clause  during June 2013, became rank senior in Postmaster Grade-III, than the promotees  from PM Grade-II to PM Grade-III. This has been confirmed by issuing draft  Gradation list in  Tamilnadu Circle during Aug-2014.

7.   It is peculiar and pathetic to note that only because of giving option to PostMaster Cadre , my most juniors are getting higher Pay (Grade Pay of Rs.4600/) when compared to me ( GP Rs.4200/).Even though we say that these are different cadres, it is surely against natural justice.
8.   In the recent Gazette notification for HSGI Revised Recruitment Rules,2014 also, the total no of HSGI Posts are identified as 2154, which is substantial in number and Officials with 3 years of regular service in HSGII as on date will be easily promoted to HSGI but it is not so in the case of PM Cadre.
9.   Also, PM Cadre officials are subjected to transfers to far distance locations on promotion as number of post are minimum than the General line officials. By the recent Gazette notification for HSGI Revised Recruitment Rules,2014, the Postmaster post hitherto occupied by IP Cadre Offcials, are now thrown open to General Line officials, thereby the general line officials are better placed than Postmaster Cadre Officials.
10.  The total residency period required to reach PM Grade-III from PM-Grade-I is 11years.However to get HSG-I promotion from LSG the total residency period required is 6 years only. This is very pathetic. While Calling for options from PM cadre, the department has stated that for promotion to HSG-II and HSG-I, the residency period would be made on par with that of  PM cadre. However while notifying the Recruitment Rules for HSG-II and HSG-I, the residency period is kept as such as in old Recruitment Rules. This activity of Department is like adding fuel to fire.

Indian Post office Act-- Govt thinks to Amend

The government today said it is considering a proposal to amend the Indian Post Office Act, making postal authorities responsible for non-delivery or loss in transit of articles for consumers.

 
"The proposal to amend the Indian Post Office Act, 1898, is under consideration which includes the examination of the scope of making postal authorities responsible for non-delivery or loss in transit of the articles of consumers," Minister of Communications and IT Ravi Shankar Prasad said in a written reply to Lok Sabha.

HSG-I RECRUITMENT RULES - GAZETTE NOTIFICATION

NOW MINIMUM SERVICE CONDITION IS RAISED TO 5 FROM 3 YEARS FROM THE DATE OF PUBLISHING THIS GAZETTE.  THOSE OFFICIALS WHO ARE ALREADY IN HSG-II WILL BE PROMOTED TO HSG-I AFTER COMPLETING 3 YEARS OF SERVICE IN HSG-II ONLY. (SEE NOTE-1)

NEW HSG-II & HSG-I RECRUITMENT RULES

After publication of HSG II New Recruitment Rules (few months back) and HSG-I New Recruitment Rules (two days back) many officials are under the impression that the length of qualifying service in LSG & HSG-II  for next promotion is changed for all officials as per the new Recruitment Rules.  It is not so.  In the HSG-II and HSG-I Recruitment Rules there is a clause which states that as far as the existing LSG & HSG II officials (as on date of publication of the new RRs) the length of service as per the old Recruitment Rules is enough  for promotion of HSG II and HSG-I.  The new length of service condition is applicable only to those officials who get promotion to LSG & HSG II after the notification of the new RRs.  All  Circle / Divisional Secretaries are requested to bring the above important clause to the notice of all concerned, so that eligible employees will not be denied  promotion.

2.       Earlier IP Line officials are posted against HSG-I Postmasters post on promotion as ASP. As per the new HSG-I Recruitment Rules all the HSG-I posts are earmarked for promotion to General line HSG-II officials and there is no IP line posts in the HSG-I now. Circle Secretaries are requested to take up the case with chief PMGs to fill up all HSG-I posts (including IP line posts) by granting promotion to General line HSG-II officials with three years HSG-II service
