GOVT SECTOR OF DOP GOING TO BE BIFURCATED LIKE TELECOM SECTOR-IT MINISTER


TELECOM SECTOR BIFURCATED FROM GOI DURING THE YEAR 1999. NOW THEY ARE STRUGGLING FOR THEIR EXISTENCE. NOW DOP GOING TO FACE THE SAME ISSUE.

Communications and IT Minister Kapil Sibal has called for restructuring of 150-year-old Department of Post by separating its regulatory and services functions to meet challenges of technological age.

"The postal department should also restructure itself to meet challenges of 21st century. The Department of Post (DoP) should look into prospect of bifurcating the ministry from the regulator and the operator, just as was done in the telecom sector," Sibal told PTI.

DOPT ISSUED CLARIFICATIONS AS FAQ ON MACP SCHEME



Department of Personnel and Training has once again published some more clarifications on the Scheme of MACP as FAQ. 

This Department has already issued an clarification order recently and besides there were some more doubts on the scheme to implement to the employees of Central Government, these clarifications may be used to clear to give upgradation under the scheme.

DOPT published some important instructions and standing orders through an order regarding MACP Scheme as FAQ.

1. What is Modified Assured Career Progression Scheme (MACPS) ?
The MACP Scheme for Central Civilian Government Employees is in supersession of earlier ACP Scheme. Under the MACP Scheme three financial Up-gradations are allowed on completion of 10,20,30 years of regular service, counted from the direct entry grade. The MACPS envisages merely placement in the immediate next higher grade pay as given in Section I, Part-A of the first schedule of the CCS (Revised Pay) Rules 2008, in case no promotion has been earned by the employee during this period.

CHILD CARE LEAVE : DOPT and FINMIN ORDERS


Introduction of child care leave in respect of Central Government employees as per recommeded in the sixth Central Pay Commission, women employees having minor children may be granted CCL by an authority competent to grant leave for a maximum period of 730 days during their enitre service for taking care of up to two children, whether for rearing or to look after any of their needs like examination, scikness etc. Hence Earned Leave availed specifically for this purpose only should be converted. Child Care Leave shall not be admissible if the child is eighteen years of age or older.

Waiting for the postman to ring twice


The Department of Posts is hard at work on a turnaround plan. But is the pace and mode of change enough? Will it succeed anytime soon in re-engineering services to become competitive and increase revenues?

India has the largest postal network in the world. However, in recent years, growing access to inexpensive telephone systems, and options such as e-mail, have reduced popular dependence on the system — and sent the Department of Posts into the red.

COMPUTERS AND INTERNET FACILITIES IN POST OFFICES


As on date, 24,969 Departmental Post Offices have been computerised. Out of 24,969 computerised Departmental Post Offices 22,177 Post offices are having internet connectivity.

In Rajasthan Circle, 1320 Departmental Post Offices have been computerized and out of these 1320 computerized Post offices 1299 have internet facility.

The Government has approved IT Modernization Project of Department of Posts. It involves computerization and networking of all Post Offices through network integrator of the project including Branch Post Offices in the rural area. The roll out of the Project is expected in the year 2013-14 subject to finalization of the Request for Proposal (RFP) for Rural Hardware, timely implementation of the project and availability of funds.

This was stated by Shri Sachin Pilot, the Minister of State in the Ministry of Communication and Information Technology in response to a written question in Rajya Sabha today.

Last 4 Financial Years Delivery Performance of DOP

Complaints regarding delay in delivery or any other service failure in respect of postal articles including speed post letters, money orders and registered posts are received from time to time. A statement of complaints received, settled and settlement percentage with respect to speed post letters, money orders and registered post for the last three years, i.e., for 2009-10, 2010-11 and 2011-12 is given in Annexure- I, Annexure-II and Annexure- III.

The volume as well as revenue of Speed Post has continuously increased over the years.  The figures for the last four financial years are as follows:

OVER RS. 750 CR LYING IN INACTIVE POST OFFICE SAVING ACCOUNTS : GOVERNMENT.


The government today said around Rs 752 crore is lying as unclaimed deposits in more than 2.49 crore inactive savings accounts in post offices.

"Rs 752,44,57,414.03 is the amount lying in all inactive (silent) accounts as on March 31, 2011 in 2,49,59,446 accounts," Telecom Minister Kapil Sibal said in a written reply to Lok Sabha.

West Bengal led the tally of unclaimed deposits with over Rs 107 crore lying in 20.16 lakh accounts, followed by Tamil Nadu (Rs 105.87 crore in 62.72 lakh accounts) and Uttar Pradesh (Rs 68.61 crore in 21.74 lakh accounts).

Utilization of Postal Network


Wage Disbursal Scheme under MGNREGS

Mahatma Gandhi National Rural Employment Guarantee Act was notified in the remaining 274 districts of India from 1st April, 2008. The Act is now effective in the entire rural areas of the country covering 638 districts and has been renamed “The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)”. The objective of the Act is to provide for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work.
            
The scheme of disbursement of NREGS wages through post offices is operational in 19 postal Circles of the country (except Delhi, J&K and Tamilnadu Circles). Till 31st March, 2012, 5.59 crore MGNREGS accounts have been opened in post offices and wages amounting to Rs. 7,860 crore have been disbursed to MGNREGS beneficiaries during 2011-12 through 98,491 post offices across the country.

WHY HBA IS BETTER THAN HOUSE LOAN GRANTED BY PSU BANKS?

IT IS A FACT THAT AFTER IMPLEMENTATION OF SIXTH PAY COMMISSION RECOMMENDATIONS HOUSE BUILDING ADVANCE (CALLED AS HBA) GRANTED BY CENTRAL GOVERNMENT TO ITS EMPLOYEES LOST ITS CHARM AS IT IS NO LONGER A HOUSE LOAN COMMENSURATE WITH THE PRESENT COST OF CONSTRUCTION.
The very term “pay in pay band” put in the place of “Basic Pay” after 6cpc implementation has made most of the damage as it has reduced the eligible amount of HBA. Alternatively, Pay in Pay band plus Grade pay should have been taken for calculation of eligible amount of HBA, as Pay in pay band + Grade pay form the Basic Pay of an employee after 6CPC for all purposes (For example DA, HRA, NPA etc are calculated only based on pay in pay band + grade pay).
So, it is a common grievance of all Central Government Employees that HBA should be based pay in band and Grade Pay.

5 PROMOTIONS


{ EDITORIAL POSTAL LIFE – AUGUST - 2012}

In 1978, while entering in its Silver Jubilee Year, the NFPTE had organised its P&T Convention at Patna. The demand of “3 Promotions at 10, 20 and 25 years” for P&T employees was coined in that National Convention. This demand was necessitated by the fact that most of the P&T employees were retiring without even getting a single promotion in their long career in those days. The Clerical employees retired without even becoming LSG and the Postmen were retiring without even promoted as Sorting Postman or Head Postman / Mail Overseer Postman, the only hierarchical promotion available at that time. After much negotiations and struggles, ultimately the Government agreed two promotions and introduced TBOP and BCR Promotions on completion of 16 and 26 years. All P&T employees were thereafter ensured of at least two promotions. But the movement had paid some price including major punishments to cadres to win the demand of two promotions.

The introduction of TBOP and BCR promotions caused the hierarchical promotion of Sorting Postman / Mail Overseer Postman etc irrelevant as most of the Postmen staff attained TBOP and BCR promotion before getting the only regular promotion available. The Department also discontinued constituting the DPC to promote Postmen staff. Similar was the case with the Group ‘D’ staff also, in whose case the promotion to Jamedar Group ‘D’ was discontinued. Even though the Department had subsequently declared unilaterally that the TBOP/BCR is not a promotion but only a scheme of financial upgradation like ACP Scheme, the regular hierarchical  promotional ladder was not restored or updated to ensure regular promotion to Postman and Group ‘D’ cadres. However, the TBOP, BCR ensured two automatic upgradations financially.

Discriminatingly during the same time, the Officialdom did not satisfy itself with the available two or three promotions in its career but went ahead with repeated cadre restructuring schemes to ensure at least five promotions for the cadre of Officers! We see that an IPS Officer entering as SSPOs [Junior Time Scale Officer] in the Postal Department is ensured of five promotions at least in his career as Senior Time Scale, DPS, PMG, Chief PMG, Board Member and Director General. In Departments like Income Tax a Class I officer who enters as  Assistant Commissioner as an IRS Officer goes ahead with the promotions like Deputy Commissioner, Joint Commissioner, Additional Commissioner, Commissioner of Income Tax, Chief Commissioner of Income Tax, Board Member in CBDT and Chairman of CBDT. This is the case with all departments. The Government never cared for the promotional avenues of Group C and D employees while going on improving the career advancement of top officers.

National Minimum Wages


               Since the local conditions vary widely across the States, it is not feasible to have a uniform minimum wage for the whole country. The concept of National Floor Level Minimum Wage (NFLMW) was mooted on the basis of the recommendations of the National Commission on Rural Labour (NCRL) in 1991 with a view to have a uniform wage structure and to reduce the disparity in minimum wages across the country. Keeping in view the recommendation of NCRL and taking into account the rise in price indices, the NFLMW was initially fixed at Rs.35/- per day in 1996. The same has been revised from time to time and presently it is Rs.115/- w.e.f. 1.4.2011.


              Since NFLMW is a non-statutory measure, all the States/UT Governments have been requested that in none of the scheduled employments, the minimum wages should be less than the NFLMW. At present, there is a proposal to amend the Minimum Wages Act, 1948 to make the NFLMW statutory.

               A statement showing the range of minimum rates of wages for unskilled workers state-wise as available is annexed.

Regulation of Courier Companies

The performance of private courier companies has not been the subject of any study by the Department of Posts. 

Department of Posts does not have any regulatory and monitoring mechanism for private courier companies and their services. 

This was stated by Shri Sachin Pilot, the Minister of State in the Ministry of Communication and Information Technology in response to a written question in Lok Sabha today.

Bank unions plan strike on August 22-23 2012


New Delhi: A section of public sector bank employees plan to go on a two-day strike on August 22-23 to protest the proposed reforms in the banking sector and outsourcing of jobs.

The United Forum of Bank Unions (UFBU) has decided to go on nation-wide strike on August 22-23, the union said in a statement.

UFBU is the umbrella organisation of five employee unions and four officer unions of state-run banks in the country.

The Chief Labour Commissioner has called the bank union on August 21 for a conciliation meeting on strike notice, the statement added.

ROADMAP TO PRIVATISATION OF DOP - NEW POSTAL POLICY 2012

Government of India has declared the New Postal Policy 2012. Shri Kapil Sibal, Minister Communications & IT has made a press statement also. Finally Govt. has decided to end the monopoly of Postal Department in collecting, processing, conveyance and delivery of letter mail articles and allow private couriers also to function legally.

As per the Govt’s. version – “the idea is to develop Indian Postal Sector as a full-fledged market, bring in more service providers to enhance employment (?) and contribution to nations GDP (?).” It further states that – “At present Department of Posts, which has around five lakhs employees, is the sole body responsible for policy making, regulation and providing postal service. The over 100 year old Indian Post office Act, which governs the Postal sector, bars any individual or entity from delivering letter for commercial purpose.”Communication Minister has asked Department of Posts to create a framework to support small and medium Postal Operators (i.e. couriers) and new models to encourage entrepreneurship in the sector.

Here is a good news for the customers of postal services. Now, the money orders will become hassle-free and can be disbursed via an SMS. The trials are completed and the services are expected to be launched soon.

The state-owned Bharat Sanchar Nigam Limited (BSNL) has developed a customized application to facilitate money order service to 155,000 post offices across India. BSNL is the technology enabler and this service will remain operator neutral.

Constitution to be amended for SC/ST promotion quota


The UPA government will table in Parliament on August 22 a constitutional amendment bill to ensure reservation in promotions for SCs/STs in government jobs.  An all-party meeting will be held a day earlier to discuss the bill.

Minister of State in the Prime Minister’s Office, V Narayanswamy announced the government’s decision on Thursday, following adjournments in both Houses as members cutting across political parties demanded the reservation.

Main focus of the DoP is reaching common man: Sibal

New Delhi, Aug 8 (PTI) The Consultative Committee on Communications and Information Technology, chaired by Telecom Minister Kapil Sibal, met here to discuss the role post offices can play in the development of rural India.

"The Post office can be the centre of activity, be it communication, banking, insurance, remittance and retailing service. The fundamental focus of the Department of Posts (DoP) is to reach the ''Aam Aadmi''," Sibal said.

Postal Directorate has issued orders vide Memo No.29-1/2011-CF dated 09/08/2012 to revise Postage rates of Foreign Parcels (Air/SAL) w.e.f. 01/09/2012. The rates have been revised on Country basis replacing the Previous formula of Zone-Wise rates.

Govt to introduce bill for quota to SC/STs in promotions on August 22


NEW DELHI: After repeated adjournments in Rajya Sabha and turmoil in Lok Sabha, government on Thursday agreed to members' demand for bringing a Constitution amendment bill for reservation in promotion of SCs and STs in state jobs.

Minister of state for PMO V Narayansamy informed the Upper House that a bill will be brought in this regard on August 22 after an all-party meeting, which will discuss the issue on August 21.

"The Prime Minister will call a meeting of leaders of all political parties on 21st of this month to discuss the issue of SC/ST reservation. This has been the demand of the honourbale members. On August 22, the government will be able to bring the bill in the House," Narayanasamy said bringing the uproar over the issue to an end.
The announcement came after Prime Minister Manmohan Singh talked to the members including BSP chief Mayawati on the issue in the House when it was adjourned for 15 minutes. 

In the Lok Sabha, SP and BSP members trooped to the Well as soon as the House met for the day demanding reservation for SC/STs in promotions in government jobs.

With members refusing to relent, Speaker Meira Kumar allowed some of them to speak.

Shailendra Kumar (SP) said there was fear in the minds of a number of SC/ST government employees on the lack of reservations in promotions.

Panna Lal Punia (Cong) said Parliament had given SC/ST persons the right to reservation in government jobs and five persons cannot take away this right.

Dara Singh Chauhan (BSP) demanded that the SC/ST employees should be granted reservation in promotion in government jobs immediately.

In the Rajya Sabha, BSP supremo Mayawati said government had promised during in the last session to call an all-party meeting to discuss quota in promotion for SC and ST persons, but the meeting did not take place.
